如果我们现在是白手起家，那我们可能会设计一种建立个人储蓄以备养老的社会保障体系。正如目前的体系一样，使这种储蓄成为强制性行为，从而防止有人由于未做退休准备而需为其支出扶持费用。若再加上最低保障的福利，这一体系则更加完善。但是我们并不是白手起家。社会保障的财政问题是非常现实的。因此，要进行更好的规划应该注意以下3点：
