受就业增长乏力、实际工资停滞不前以及贸易赤字屡创新高的影响，贸易保护主义情绪正在华盛顿逐步抬头。与前几次经济复苏时一贯的水平相比，美国2004年的就业增长水平偏低近40%。“消失的工作岗位”绝大多数属于与贸易有关的制造行业。与此同时，美国人2004年平均每小时的实际收入竟然不高于2001年11月美国最近一次经济衰退陷入谷底时的实际收入。现在，经济学家正在就这次经济复苏期间就业率和工资增长率为何停滞不前的原因争论不休。与此同时，许多政界人士、工人和商业领袖已经迅速做出结论，上述情况的出现是不断扩大的贸易赤字所致，因此中国成为这批愤怒人群的众矢之的。但不难预料的是，把美国工人目前所面临的困境归咎于中国是个错误的判断。而采取针对中国的贸易保护主义政策绝对是危险的。

布什政府的地缘政治扩张战略与其在金融领域的无所作为显得越来越不相称了。今年2月22日，韩国银行在一份向国会提交的报告中表示，计划于2005年把外汇储备由美国政府公债转向高收益的债券及美元以外的其他货币。此消息一经传出，金融市场随即出现短暂恐慌。尽管目前市场已趋平稳，但我们仍需提醒人们注意美元的脆弱性和美元强势地位正在受到的冲击。
由于美国目前的巨额贸易和财政赤字，美元走势自然比较疲软。联邦政府每天都要从国外借贷高达近20亿美元的债务。如果按目前的利率，则很少有国外私人投资者愿意贷这么多钱给美国，因此这之间的差额只好由外国中央银行来买单。2004年头3个季度，美国往来账户上的赤字足足有49%是由外国央行提供贷款来弥补的，而日本和中国便是它的主要债权国。
